Should be going faster than that.  Just started a test download and getting between 275 - 300 kbps so far. . .

Im slightly confused by the installation as I look at the product page for the world..

I take it if I download today I don't need to apply the patch...

Yes, the patch, containing only the changed files, is for those who have previously downloaded.  Wouldn't hurt anything to download it, but it's not necessary of you download all the other files.
