Download speed limit

Is there set speed a limit per download?

Currently I cant seem to get more than around 350kb/s per file being downloaded, but by downloading 4-5 files at the same time I can max my 20mbit line

During my test downloads i was getting about 1.3 mb/sec, but that was before my email went out.  If there are 300 people downloading, the speeds are likely to be a bit slower.  I think there is a 1000 Gb cap on the pipe toand from the server.
