When looking for my FS2004 downloads I received this Error:
Fatal Error

Miva Merchant has encountered a fatal error and is unable to continue. The following information may assist you in determining the cause of the error:

      Error Code:    MER-DTB-00022
      Description:    Category 'DOWN' not found

Second attempt worked.

I've seen that once or twice. As you found out, it's usually just a temporary glitch.
